Body found in search for missing kayaker
A body has been found in the search for a 19-year-old kayaker whose boat capsized off Northumbria on 7 July. Two die after eating infected food
Two people have died from cyclospora in Michigan. They are the first deaths in the US related to the microscopic parasite. Both had underlying health conditions and may have suffered intestinal illness and dehydration. Licence refused for annual guga hunt
A licence for the annual guga hunt on a remote island has been refused by NatureScot, a Scottish Government agency. The hunt has been a tradition in Ness, north Lewis, since the 15th century, with 10 men setting out for the island of Sula Sgeir. Young gannets – guga – are taken from open cliffs before being gutted, salted and preserved in brine.

Romania blew up a rock outcrop yesterday to help redirect vital cooling water from the drought-hit Danube to its last working nuclear reactor, as neighbouring Hungary said it might be able to get just two more days of power from its only atomic plant. The controlled blast was set off by Romania’s navy and sent a tower of water into the air. Author La Plante fails to sway judge
Best-selling author Lynda La Plante has been disqualified from driving for six months despite tearfully telling a court a ban would end her writing career. The author and screenwriter, 83, told Lavender Hill magistrates’ court in south London that she needed her car to meet criminals and sources for research into her next works. She also said a ban would stop her taking her guard dog Theo for a walk in Roehampton playing fields each day. La Plante told the court she believed she would have to have the dog rehomed if she was unable to drive him to his daily walks.

If the Government wants to take children out of the “straitjacket” of academic subjects in England, it has to change people’s minds about how they think about education in the country. Academic learning and a university degree have become the norm because they are still largely seen as the best way for children to improve their prospects in life and get well-paying jobs. While many young people would be happy to spare themselves the albatross of large student loans, they often feel that a university degree is their best option in a competitive job market. Too many employers still require degrees for jobs that didn’t used to require one, and there are still too few apprenticeships available in many industries. If the Government wants children to pick vocational subjects and get more work experience instead of going to university, it needs to make sure there are good jobs available for them if they do so (page 9). Otherwise, parents will happily applaud technical subjects as great destinations for children other than their own. The Education Secretary, Lucy Powell, may want to pin the blame for youth worklessness on Lord Gove, who reformed GCSEs in the 2010s to prioritise academic learning, but critics will point out that job vacancies have risen since Labour came to power in 2024. Businesses argue that increases to employer national insurance contributions and the minimum wage paid to young people have made it harder to hire them. While few will disagree with the need to value vocational education, the Government has a lot of work to do if it wants to see its plans succeed.

A man arrested in connection with the death of a nine-year-old girl in Arbroath was known to her and officers are not looking for anyone else, police have said. Police Scotland said the girl, who had been camping in the area with her family, was found injured at Elliot industrial estate in the Angus town at about 12.02am yesterday. She was then taken to Ninewells Hospital in Dundee, where she died. Her death is being treated by the police as suspicious.
The 35-year-old man who was arrested in connection with her death is white and British, Police Scotland said in a statement. At the industrial estate yesterday, the area was taped off, and flowers had been placed near the police cordon. The force said other members of the family, who are from West Yorkshire, had been camping in the area.
Lois Speed, who is a councillor for Arbroath East and Lunan, posted on social media, saying the news was “heartbreaking”. DI Mike Ness, of the major investigation team, said: “The public will see an increased police presence and activity in the area as inquiries are continuing”

A man has been jailed after keeping his dead mother inside a freezer for nearly three years while continuing to receive more than £78,000 of her benefits. Christopher Phillips, 60, previously admitted preventing the lawful and decent burial of Silvia Phillips, 89, at their home in Porthcawl. He also pleaded guilty to two counts of fraud, by failing to notify the Department for Work and Pensions, as well as Bridgend County Borough Council, that his mother had died.
Phillips received a total of £78,190.92 in state pension, pensions credit, attendance allowance, winter fuel payments, cost of living payments and housing benefit payments, which would have ceased had Ms Phillips’s death been reported. At Merthyr Tydfil Crown Court yesterday, Judge Tracey Lloyd-Clarke, the Recorder of Cardiff, sentenced Phillips to two years and four months’ imprisonment.
Judge Lloyd-Clarke said: “You continued to collect her prescriptions and misled medical professionals about her whereabouts, lying when enquiries were made about your mother, repeatedly telling medical staff that she did not wish to attend appointments or undergo tests. Your mother’s pension and benefits continued to be paid into her bank accounts which you were able to access.” The judge added: “The psychiatrist concludes that you were suffering from prolonged grief disorder. He records evidence of persistent longing for your mother, difficulty accepting her death, preoccupation with her, social withdrawal and an inability to move forward with ordinary life.”

Fife nurse Sandie Peggie’s appeal against the findings of an employment tribunal has been allowed and is expected to be heard early next year. In December last year she was awarded a partial victory as the tribunal upheld harassment claims against her employer, but it dismissed allegations of discrimination, indirect discrimination and victimisation. Peggie took action against NHS Fife after sharing a changing room with transgender medic Beth Upton at Kirkcaldy’s Victoria Hospital in December 2023.

Gianni Infantino has failed to secure Donald Trump’s backing amid growing calls for his resignation as president of Fifa, football’s world governing body. An alliance of football associations across the world reportedly aims to oust Infantino, after he abandoned plans to sell commercial stakes in the World Cup last week. Uefa, European football’s governing body, has threatened to boycott the World Cup and stage its own tournament if the Swiss-Italian stays on. England’s Football Association and the Football Association of Wales also pulled their support for Infantino yesterday. Infantino has repeatedly tried and failed to call Donald Trump since the collapse of his proposal to sell stakes in the World Cup to private investors. Trump and Infantino had previously been close allies, with Infantino awarding the US President the inaugural “Fifa Peace Prize” last year. The pair appeared together several times at this year’s World Cup, including the trophy presentation to winners Spain. Infantino had also planned for private investment in Fifa to be led by Joshua Kushner, the brother of Trump’s son-in-law Jared Kushner. The Fifa president scrapped his proposal last Friday after fierce resistance from Uefa and other global football associations. But Infantino now feels “isolated” after Trump declined to back him, the New York Post reported yesterday. Trump had even previously considered putting Infantino forward as the UN’s next secretary-general, but has not made any public statement of support for him. World leaders including Andy Burnham also criticised Infantino’s plans to sell a roughly 20 per cent stake in a new commercial entity overseeing the World Cup and other Fifa competitions. Burnham called the proposals “outrageous”. Infantino also reportedly asked for private talks with Marco Rubio, Trump’s Secretary of State. But one of Rubio’s deputies said there were “no plans” for that to happen. Infantino’s bid for a fourth term as Fifa president from next year to 2031 is in doubt after the backlash. The leaders of Uefa and its counterparts in Asia and the Americas are now reportedly determined to oust Infantino. Any effort to unseat Infantino requires significant backing from outside Europe, with Asia seen by many as the key “swing” confederation. A motion of no confidence from at least 43 associations would trigger an Extraordinary Fifa Congress. They may refuse to take part in Fifa meetings or ratify its decisions if he pursues re-election. “Everyone is very determined he needs to go, and if not we will take all the necessary steps,” a source told The Times.

Fallout Wenger may be in the firing line Former Arsenal manager Arsène Wenger may have to hand over documents from his Fifa job after he was embroiled in the Gianni Infantino scandal. Another official named in the letter is Fifa’s chief operating officer Kevin Lamour, who last Friday issued an astonishing statement saying top officials had been “deceived” by Infantino. Uefa is considering legal action against Fifa over Infantino’s plans to sell stakes in the World Cup. The letter to Infantino says Uefa is “actively considering legal action, arbitration, and/or regulatory complaints arising out of and in connection with the FFE plan”. Lawyers acting for European football’s governing body have written to Infantino ordering him and other Fifa staff to identify, locate and preserve all documents related to the now-abandoned proposal. Similar letters are understood to have been sent to Thrive Eternal and JP Morgan, America’s biggest bank. The letter names other Fifa staff required to comply with the order – including Wenger, Fifa’s chief of global football development. Thrive, an investment firm founded by Joshua Kushner, had been earmarked by Infantino as the leader of a private investor group which would have bought commercial stakes in Fifa tournaments. Wenger, one of the most revered managers in Premier League history, was often seen with Infantino at this summer’s World Cup. JP Morgan also worked on the plan development.

The UK tour for Trainspotting: The Musical has been cancelled after receiving “lower than expected ticket sales”, it has been announced. The musical had its West End debut last month and was due to kick off its UK tour in the autumn. The theatrical production is an adaptation of Irvine Welsh’s 1993 novel of the same name, which follows a heroin addict in Edinburgh navigating poverty, friendship and addiction alongside his dysfunctional peers. A statement from a representative for the production said: “The forthcoming UK tour of Trainspotting: The Musical, due to begin on 19 October, has been cancelled. “We are very grateful to our cast, crew and creative team for their dedication to the production, but the current economic climate has resulted in lower than expected ticket sales. “Ticketholders will be contacted by their point of purchase with full refund details. “We apologise for any inconvenience and disappointment this may cause.” The show, which debuted in the West End, is based on Irvine Welsh’s novel
Two armed robbers pretended to be from Liverpool during a raid just five minutes from their homes. Stephen Bradley and David Oakley held up their local convenience store in New Mills, Derbyshire, last November. They threatened the shopkeeper with an imitation gun and wrapped Liverpool football scarves around their heads. The pair told the shopkeeper they were from Liverpool and asked for help putting £200 from the till in a bag. They began to argue with each other and apologised to the shopkeeper. Both were jailed for four years.
A couple stole their neighbour’s ornamental squirrel and released explicit songs about them on YouTube in a 14-year row over a fence. Philip New, 52, and his wife Denise, 47, from Thundersley in Essex, have been ordered to pay £150,000 in damages and court costs after the dispute with Steve and Karen Gibson. One song Philip New posted on YouTube was titled “Neighbours”, with lyrics running: “Throw shit at their window, shit at the door.” The News failed to overturn the ruling over costs after a High Court appeal.
Peaky Blinders creator Steven Knight has said he is “thrilled” after the West Midlands was recognised as an official production hub, following the success of the franchise. Nigel Farage has been warned that he may struggle to “wriggle out” of a second possible by-election in Clacton, as sleaze claims continue to pile up against his party. The Reform UK leader has been urged to “come clean” after a report suggesting he struck a secret deal with deputy leader Richard Tice to return to the top role several months before the 2024 general election. It casts fresh doubt on Farage’s defence that he had not declared a £5m gift from the crypto billionaire Christopher Harborne in April 2024 because he was not involved in politics at the time. Labour and opposition parties accused Farage of “running away” from serious questions over personal and party finances. They warned the Reform leader that he was running out of time before he faces a parliamentary inquiry which could trigger a second Clacton vote that they will fight to win. In March and April 2024, Farage negotiated a deal with Tice to take over the leadership of the party – as long as Reform repaid £1m in loans received from Tice’s company, The Sunday Times reported. Farage has argued that Harborne’s £5m gift was not connected to his political activity and said last month that he “wasn’t in politics” between 2021 and June 2024. Farage previously said he had no intention of returning to politics before June 2024. Newly elected MPs must register any relevant financial interests and gifts received in the 12 months before their election. Speaking yesterday, Farage admitted that in spring 2024 he had discussed with Tice what would happen if he returned to lead the party. “You’d be a bit of a mug, wouldn’t you, to walk into a job and not find out what the potential liabilities were,” he said. He is expected to win the 13 August vote. However, should the standards commissioner suspend the Reform leader for more than 10 sitting days, he would have to fight the seat once again. The main parties boycotted the poll, dismissing it as a political stunt. However, all the main parties have confirmed that they intend to stand against Farage if there is a second Clacton by-election. Daisy Cooper, deputy leader of the Liberal Democrats, said even if Farage beats his nearest rival Count Binface in the “pointless” contest, “he won’t be able to wriggle out of the formal investigations or the prospect of a second by-election”. She added: “With every new revelation, Reform UK and Nigel Farage look more and more like a bunch of grifters who believe it’s one rule for them and one rule for everyone else.” Kevin Hollinrake, Conservative Party chair, said Farage “needs to come clean about his finances”, adding: “The questions keep mounting, yet the answers never come.” Labour’s chair Bridget Phillipson suggested that Farage was “running out of time” before the formal investigation which could trigger a second by-election. Farage had “called a by-election against a bin to run away from serious unanswered questions,” Phillipson said. A Reform source said Farage had been keeping his options open in March and April 2024. They said he had found out about the party’s financial liabilities, then initially decided he would not return – before reversing that decision.

Reform UK’s Richard Tice is under investigation by Parliament’s standards watchdog over an alleged failure to declare interest. The inquiry into the party’s deputy leader was opened last week and relates to rule six in the MPs’ code of conduct. According to the rule, members must be “open and frank” in declaring “any relevant interest in any proceeding of the House or its committees”, and in any communications with public office-holders and public officials. Tice (inset) claimed the inquiry was about a complaint by an “anti-Israel lobby group” over whether he should have referenced his register of interests at the start of “a debate on UK democracy and Israeli influence”. Without naming the group he was referring to, he wrote on social media: “Contrary to garbage in media: Standards Commissioner is considering complaint by antisemitic anti-Israel lobby group over whether I should have referenced my register of interests at the start of a debate on UK democracy and Israeli influence.”

France has said Reform UK’s plan to intercept and return migrant boats crossing the English Channel “would be a violation of French sovereignty”. Reform has proposed using the Royal Navy to transport migrants to France or Belgium. Nigel Farage had said his party’s plan to intercept and return migrant boats crossing the English Channel would comply with international law. The French interior ministry said the plan “would be a violation of French sovereignty as well as a violation of maritime law and international law”. The Reform leader said: “We are very confident that our policy of securely picking people up and safely taking them back to France falls within other conventions of international law.” Reform UK was contacted for a comment. Navy tackling Channel boats is ‘pie in the sky’ – even the experts agree

Reform UK has pledged to use the Royal Navy to “intercept” small boats crossing the Channel and return them to France. But it isn’t quite that simple. With Russian aggression rising and senior military figures warning that the British Armed Forces are already strained, the plan is unlikely to top the First Sea Lord’s agenda. Nigel Farage’s party said the plan would constitute the “largest military operation” in the Channel since the Second World War and would be coined “Operation Fortress”. Farage himself said yesterday he was “entirely confident” the plan would not break maritime law. Professor Kevin Rowlands, who worked on Operation Sophia, an EU naval mission aimed at stopping people smugglers in the Mediterranean Sea, said the “idea of a naval fortress might sound decisive” but in reality “it doesn’t sit well with international maritime law, sovereign borders, and the physical unsuitability of modern warships for small-boat interdiction in the Dover Strait”. Rowlands said that the Navy was “already stretched” and that “diverting attention and resources from the Navy’s core military role to perform a function better discharged by specialist civilian agencies will not make us safer”. Reform home affairs spokesman Zia Yusuf said the plan had been endorsed by “former senior members of our Armed Forces”. But Admiral Lord West, the former head of the Royal Navy,

The European Commission president, Ursula von der Leyen, said that the EU could increase its support to Morocco to help prevent a repeat of the chaotic attempted influx of 50,000 migrants into the Spanish enclave of Ceuta last week.
“If Reform wants them to also patrol the Channel for illegal immigrants they must find the money,” he said.
Andrew Fox, an ex-military conflict analyst, said that intervention from the Navy could also put lives at risk.
In a reply seen by Reuters to a message from the Spanish Prime Minister, Pedro Sánchez, on Saturday, in which he accused some European Union partners of a lack of solidarity for their angry responses to the border breach, Von der Leyen wrote: “Morocco is an important strategic partner, particularly in our efforts to combat migrant smuggling and illegal migration.
A warship “cannot ram the boat, create a wash beside it or undertake aggressive manoeuvres without risking a capsize”, he posted on social media. “Sending a boarding party alongside an overcrowded dinghy creates another opportunity for dozens of frightened people to shift their weight at once and end up in the water.”
“In cooperation with Spain, especially on anything related to Ceuta and Melilla, we could enhance border management early-warning systems and improve our technical and financial support to Morocco.”
A spokesperson for the French interior ministry has already said the plan for the British military to return migrants with or without French permission “would be a violation of French sovereignty as well as a violation of maritime law and international law”.
The surge, which began on Thursday at one of the EU’s only two land borders with Africa – the other being that between Morocco and the Spanish enclave of Melilla – prompted alarm across the bloc. Italy suspended passport-free Schengen travel arrangements with Spain for one month, even though Ceuta is excluded from Schengen, and 22 of the 27 member states asked for coordinated action to protect external borders.

Like an extended voice note from a friend you fell out with but can’t remember why, Rupert Lowe posted a 12-minute-long video on X asking Nigel Farage to be pals again.
The Restore Britain leader’s brand of ethno-nationalism-dressed-as-country-squire has eaten into Reform UK’s support recently. That it is happening just as Reform has dipped behind Labour in some polls means Lowe (inset) spies an opportunity. Lowe used to be a Reform MP until after a bust-up with Farage when he splintered off to form a far-right alternative. The wounds haven’t yet healed.
On Sunday he set out a series of conditions for an alliance including mass deportation of “illegal” migrants and a ban on halal and kosher slaughter. Farage was surprisingly emollient when asked about Lowe’s overture yesterday morning. “I would do whatever I could for us to have a sane centre-right alliance that beat Labour at the next general election,” Farage said at a news conference.
Given Lowe’s shopping list includes a referendum on the death penalty, it wasn’t made entirely clear where Farage draws his line. And just minutes later Lowe reminded everyone the two men don’t trust each other by accusing Farage of lying and potentially scuppering talks about a concordat before they had got going. Rather than calling direct as he claimed, Farage messaged Lowe at 10.30pm on Sunday night to say “Will call later”, according to Lowe.
“The offer remains open to Nigel and Reform. Although outright lying about our private conversations does not help that,” Lowe added. Awkward doesn’t even come close.

One of Lowe’s stipulations was a demand that ex-Tory ministers be excluded from any Reform-Restore cabinet. But having absorbed so much grief from Reform’s purists who urged that the party gangplank should be pulled up to stop more Tories boarding, Farage is unlikely to throw this lot overboard. Farage said something even more interesting when he was asked about a deal with the Conservatives. “I’m open-minded about talks with people who I think share a similar, albeit in some cases slightly different, objective,” he said.
It’s significant because it means Reform strategists are taking the party’s dip in the polls seriously, having previously coasted on the assumption they might secure an outright majority. But by opening the possibility of talks with the Tories, Farage is undermining the structural underpinning of his whole project. How can someone whose entire proposition for the past few years has been that they’re not the Conservative Party be open to talks about compacts with the very people he’s been trying to destroy?
The moment a merger is even contemplated, Farage loses his appeal as the Viking prepared to sack and burn down all before him. Not only does he forfeit it with his core support, the former Reform zealots don’t come back: those who peeled off to Lowe because they no longer see Farage as the chief marauding invader. Some grassroots Reform members see joining Farage’s gang as a purification ritual from the Tories.
Meanwhile the Tory leader, Kemi Badenoch, is asked ad nauseam whether she will consider a covenant with Farage. For now, as the Tory brand lags her personal poll ratings, she has the authority to bat off suggestions of a deal. But there are plenty in her party who privately accept some sort of accommodation will have to be found if the polls don’t get substantially better in the run-up to 2029. Equally, there are some Tories who blanch at the idea of a national alliance, fearing individual wipeout.
Asked if he had any red lines for a pact with Lowe, Farage said he was open-minded to a “conversation” with the Restore Britain leader, but isn’t at a point of doing any negotiating. That’s a long, long way from any sort of deal. And that’s before any egos get involved.

Andy Burnham is considering holding a fresh King’s Speech to set out new priorities for his Government, The i Paper has been told. The Prime Minister is understood to be weighing up whether a new parliamentary session would provide an opportunity to mark a break from the Sir Keir Starmer era. However, a Government source said there were no plans for it to happen this calendar year – sparing ministers the awkward optics of summoning the King back to Westminster only months after he set out the Labour administration’s legislative priorities in May. The monarch’s speech, which sets out the laws and priorities ministers intend to pursue, is not required when a new prime minister enters Downing Street. Governments can continue legislating under an existing parliamentary session, and there is no constitutional obligation on a successor to seek a new session simply because there has been a change of leader. Instead, the decision is largely political in nature. A senior Whitehall source said that much of what Burnham had announced in the first days of his premiership signalled a departure from Starmer’s previous agenda. “The question is what legislation will be needed to make the changes he wants and whether an entire new King’s Speech will be required to set out the new Government’s priorities,” the source said. Since entering No 10, Burnham has sought to establish a distinct governing style. While ministers insist there has been no abrupt break with the programme on which Labour was elected, some in Westminster believe the new Prime Minister is beginning to carve out a political identity that is very distinct from his predecessor.
The strongest case for a fresh King’s Speech may come from Burnham’s devolution agenda. While many of his early priorities on housing, welfare and the cost of living could be pursued through existing powers or legislation already before Parliament, his plans to hand English mayors a share of income tax revenues and sweeping new fiscal powers are likely to require substantial primary legislation. One Government insider said no decision had been taken on whether a fresh King’s Speech would be necessary, but acknowledged that the matter could become more pressing if ministers conclude that significant constitutional or fiscal reforms are required. Recent parliamentary sessions have lasted anywhere from around 12 months to more than two years, with ministers able to seek a new session and King’s Speech whenever they judge it politically or legislatively advantageous. The precedent for doing so mid-Parliament is well-established. Gordon Brown entered No 10 in June 2007 and later that year unveiled a Queen’s Speech despite not having fought a general election. Boris Johnson also sought a fresh Queen’s Speech in October 2019 after replacing Theresa May in Downing Street. Neither leader was constitutionally required to seek a new legislative programme. However, both used the occasion to signal a new phase of government starting and to demonstrate that power had shifted from one administration to another, despite there having been no intervening election.

Labour has also announced a £10m boost for victim support to fund extra local frontline services as well as a dedicated helpline available by October for all those affected by the reforms.

A written constitution for the UK must include a method for leaving the union, the SNP has said. The question of Scottish independence has been stymied in recent years by an argument over the process for holding a referendum, with powers to grant another vote held by Westminster and successive prime ministers refusing to engage with the topic. Over the weekend, the Prime Minister, Andy Burnham, said a written constitution should be created in his push to ensure everyone in the UK lives a “comparable life”. The Prime Minister first mooted the idea of a written constitution in a 2024 book he wrote with Liverpool Mayor Steve Rotheram during his time as the mayor of Greater Manchester. SNP Westminster leader Dave Doogan has urged Burnham to enshrine in any constitution how countries of the UK can leave the union, saying any document would be “fundamentally incomplete” without such a provision.

The Scottish Labour MSP Katy Clark has ruled herself out of the running to replace Anas Sarwar as nominations in the leadership contest opened yesterday.
Clark has reportedly been mulling over a tilt at the top job but announced she would not run, instead urging the eventual winner to push for the selection of a more diverse range of candidates.
“There are pro-independence first ministers in Scotland, Wales and Northern Ireland – that’s the context of this discussion, so clearly a written UK constitution is fundamentally flawed if it doesn’t spell out a path to leaving it.
“Andy Burnham is right to say Westminster has hoarded too much power and he is right to raise the question of where power lies in these islands, but he will never address the answer to that question by denying democracy to the Scottish people.”
Her decision could be good news for the newly returned MSP Monica Lennon – who has launched a leadership bid.
On Sunday Burnham said that proposals for an enhanced amount of devolution in the UK increased the case for a formal constitution, because they would change Britain.
Lennon claimed the contest “reeks of misogyny and male entitlement” amid reports she did not yet have the necessary support to make it onto the ballot.
“I think there is a case for a new clear set of principles about how this country should be run and things that should be minimum basics in all parts of the country, related to essentials and connectivity,” he said.
The Glasgow MSP, along with competitors Michael Marra and Joe Fagan, is required to get the backing of three of the party’s MPs and three MSPs to continue in the process.
“It’s wrong that people are left arguing for things that are just fundamental, and they’re given in other parts of the country.”
The new Scottish Labour leader will be announced on 19 September.

Andy Burnham’s Education Secretary has signalled plans for changes to the school curriculum in England, while criticising Conservatives for prioritising academic learning over technical education.
Writing in The Times, Lucy Powell said schools were stuck in a “straitjacket” of being forced to prioritise academic subjects such as English, science and history, leading to a million young people not in formal study, training or work.
She said she planned to take a “fresh look at what we are teaching our children and whether we are equipping them for their lives ahead”.

Last week, Burnham promised to put technical qualifications on a par with academic ones to “value the hard hat every bit as much as the graduation cap”.
The scheme, modelled on the Greater Manchester baccalaureate that Burnham implemented as mayor, will be rolled out from September 2028. It will allow pupils to take a mix of technical and academic subjects alongside academic exams, and will do work experience with local businesses.
Powell said young people had been “let down” by the reforms of Michael Gove, who was education secretary during the Tory-Liberal Democrat coalition government that came to power in 2010. Children from poorer backgrounds with “stubborn and entrenched disadvantage”, and those with special educational needs, were particularly let down, she added.
Writing in The Times, Powell criticised a lack of practical education available for children, saying “it’s leaving our young people seriously unprepared for the modern world”.
She said a “one-size-fits-all” approach to education did not suit all children in England, including those who had talents and skills beyond academia, such as in “creative subjects, technical or skilled work or more practical application”.
She suggested that young people were not “work ready” as “only pen and paper exams prevail” – while real-world employees need skills like delivering presentations, planning projects and collaborating with others.
Last week the Government announced that pupils aged 14 and older will be offered more technical options, including apprenticeships and T-levels.
The curriculum will also be changed to help teachers adapt their teaching for pupils with special educational needs and disabilities as the Government moves towards including more of them in the mainstream.
The Francis report recommended that teenagers take fewer GCSE exams because of concerns they are being taught to the test, and becoming stressed. Powell is understood to want to go further in allowing children to concentrate on technical subjects at an earlier age.
The Francis report recommended cutting three hours from the total length of GCSE exams, and reducing the course content of several GCSE subjects including history and the sciences.
“Some of those other really precious and important things that schools do around enrichment, life skills, support for young people’s confidence – those things are being squeezed by the sheer volume of content in the national curriculum at present,” Francis told The Guardian last year.
The review also called for a 10 per cent reduction in exam volume at Key Stage 4. Following it, Sir Keir Starmer’s Department for Education confirmed it would reduce the time pupils spent in GCSE exams, and accepted many of the recommendations.

Facial recognition technology should be used more widely to tackle crime, the Conservatives have said.
The shadow Home Secretary, Chris Philp, said he hoped to mandate the police to use facial recognition software to identify images of suspects where they have been caught on CCTV, camera doorbells or mobile phone devices.
Philp (inset) said: “The public expects clear evidence to always be followed up. When they show the police an image of a suspect or the location of stolen goods they want action, not just a crime number.
A Home Office spokesperson said the Government is already investing heavily in facial recognition technology. The spokesperson said: “This Government is already turning the tide on crime.”
He also said he plans to ensure that police officers search for items that are geo-tagged and can be used to locate a suspect’s whereabouts.
Philp said the plan would be supported by up to 10,000 extra police officers funded by £800m per year.
“Stolen items which could be hunted down include phones, laptops, tablets, bikes and cars.”
The DUP MP Sammy Wilson is being investigated by Westminster’s standards commissioner.
According to the parliamentary standards commissioner’s website, the MP for East Antrim is accused of a “failure to declare an interest”.
No further details have been revealed about the investigation, which was opened on 28 July.
The DUP has been approached for comment. Wilson has been the DUP MP for his constituency, on the east coast of Northern Ireland, since 2005.
In 2024 he apologised to the Commons for failing to declare a paid-for overseas trip when tabling a parliamentary question.

England and Wales have provisionally recorded their driest July since records began in 1836, Met Office figures show. Multiple heatwaves last month contributed to drought across the whole of Wales and around half of England. Southern England experienced its driest month on record. Nineteen English counties recorded 1mm of rain or less during the month. England had just 10 per cent of its average July rainfall, while Wales had just nine per cent of the average. Both countries received less than half of the rainfall measured in the previous record dry July in 1911. Southern England also had its warmest July on record, while it was the joint hottest July on record for Wales. The UK had its second hottest July, according to the Met Office statistics. The UK, England and Wales all recorded their sunniest July on record. For England and Wales, it was the sunniest calendar month ever observed. Exceptional sunshine helped solar power achieve a record monthly share of electricity generation. It provided 14.4 per cent of all electricity generated in Great Britain during July. At its peak between 10.30am and midday on Sunday 12 July, solar power provided 44 per cent of electricity generation.

The latest figures were published as parts of England are under another amber heat-health alert this week. Temperatures climbed above 30°C across the South yesterday. Farmers are warning of lower crop yields because of the heat. The harvest has begun early and livestock are already being fed winter feed supplies. More than 24 million customers are under hosepipe bans, and river levels are low. The latest amber heat-health alert is in place for the East Midlands, East of England, South East and London until tomorrow morning. There are also yellow heat-health alerts for the North West, South West and West Midlands, and Yorkshire and the Humber.

Ministers have urged water companies to go “further and faster” to tackle leaks after The i Paper’s analysis found 2.6 billion litres is being lost every day – far more than hosepipe bans save. Research by the industry body UKWIR found that hosepipe bans reduced water use by around 2.7 to 4.1 per cent during the 2022 drought, which would amount to 377 million to 572 million litres a day if the restrictions were applied across the whole of England. But the most recent Environment Agency figures show water companies currently lose about 2.6 billion litres of water a day through leaks before it reaches customers’ taps, almost a fifth (19 per cent) of all water put into the network. This is the equivalent of 1,000 Olympic swimming pools. The i Paper’s analysis found that water companies could therefore be losing between five and seven times more water through leakage than hosepipe bans are likely to save. Campaigners said the figures highlight the scale of leakage from England’s ageing water infrastructure.
Andy Burnham has pledged to take greater “public control” of Britain’s utilities, and has urged water firms to prioritise improving services over shareholder payouts. The nine water firms that have announced hosepipe bans are predominantly across southern England. Temperatures are expected to gradually fall in the second half of the week. Some claim their current measures will preserve more water than the UKWIR data suggests. There is some more unsettled weather forecast for parts of the UK including a yellow warning for thunderstorms in Northern Ireland. But even more ambitious water savings from hosepipe bans are outpaced by the leaks.
Thames Water, which supplies drinking water to around 10.2 million customers, loses an estimated 569 million litres a day through leaks – between 5.5 and 8.3 times more than our analysis suggests its hosepipe ban is likely to save. Anglian Water, which covers much of the East of England lost around 187 million litres of water a day to leaks in 2024-25 – which The i Paper estimates would be four to six times what its ban would save. Anglian has disputed the figures, saying it is “one of the industry’s frontier performers on leakage” and that its ban had cut demand by 9 per cent initially, stabilising at around 5 per cent. Even applying the 9 per cent figure, however, Anglian’s leakage is still almost double what the ban would save.
Firefighters were last night battling a wildfire the size of 210 football pitches in South Wales. The blaze, which has covered around 150 hectares of land, was declared a major incident after changing wind conditions. South Wales Fire and Rescue has declared a “major incident” and urged people to avoid the Rhondda Cyon Taf area. Residents are currently not being asked to evacuate their homes, but a rest centre has been set up for people concerned by the amount of smoke caused by the fire. Twenty fire engines are tackling the fire as well as two specialist wildfire teams, a high-volume pumping unit and drones.
A large blaze which began tearing through Suffolk heathland on Wednesday last week was still burning yesterday afternoon, but is being considered “stable”. The RSPB said its nearby Minsmere reserve remained closed and said mature heather damaged in the fire “could take many years to recover”. Firefighters tackling a wildfire in the Cairngorms National Park said yesterday that smoke from the blaze was travelling in the direction of nearby Aviemore and advised people to keep their windows shut.
