The decision will put the lives of women and girls “at risk” and has “let down” police officers, a watchdog and a pressure group have warned. Rapists, child sexual abusers and groomers will be excluded from early release plans to ease critical prison overcrowding in a major intervention by Andy Burnham.
Burnham’s move today follows the suspension of Keir Starmer’s plans to release up to 6,000 offenders from prison early in September amid official predictions that prisons will be full in November.
The prime minister is to delay the planned early release of thousands of prisoners across England and Wales by a month until October. But he will still allow domestic abusers and killers to go free, including the two men jailed for their role in the death of PC Andrew Harper.
Burnham suspended the scheme in his second week at No 10 after coming under intense pressure from MPs, victims, campaigners and prison officers to halt the early release of serious sexual and violent offenders.
In a statement, Burnham said: “I asked for an urgent review of the prisoner release scheme. I fully understand the anger, anxiety and distress that’s been caused. I’ve heard that loud and clear. That’s why we’re making significant changes: offenders who have been sentenced for rape, serious child sex offences and other grooming offences will be excluded from the changes.”

The Ministry of Justice has declined to release the numbers of prisoners who will no longer be freed as a result of Burnham’s intervention. It has also declined to say when its own internal modelling predicts that prisons will be full again, and whether there are already plans for further early release schemes.

Nigel Farage has made his clearest admission that he was in talks to return to lead Reform UK months before the 2024 general election, casting fresh doubt on previous claims that he was not involved in politics when he received a £5m gift.
The admission will reopen questions about the nature of the donation – Farage has repeatedly claimed it was not linked to his political career since the Guardian first revealed it in April. The Reform UK leader admitted he had struck a deal with the party’s then leader, Richard Tice, and the convicted fraudster George Cottrell to return to frontline politics. Labour said the claim “has blown a gaping hole in his excuse” about why he did not declare the gift.
Farage has previously said he did not need to declare the £5m from Christopher Harborne or benefits in kind from Cottrell because he was not in politics at the time they were received. He has said he had no intention of returning to politics until June 2024, just before the election.
Sources have previously told the Guardian that Farage told senior figures in Reform UK he would need “a million a year” to cover lost earnings if he stood for parliament in the 2024 general election. Farage is facing a reopened investigation into his conduct by the Commons standards commissioner should he, as expected, win the Clacton by-election.
The Reform leader has seen his party’s average poll rating decline to its lowest level.

“Measures that will keep domestic abuse victims safe still appear to be an afterthought.” Andrea Simon, the London victims’ commissioner, said: “This will alarm many survivors of abuse that are desperately concerned about their safety, particularly when there are real challenges in delivering tougher community supervision.”
Victims groups had objected to the proposal for 6,000 people to be freed early from September under the Sentencing Act. Debbie Adlam, PC Harper’s mother, said last month that the proposed inclusion of two of her son’s killers – Jessie Cole and Albert Bowers – was “another letdown” for her family.

Prisoners serving longer sentences of four years or more would be eligible for release at the halfway point of their term, rather than at two-thirds, as had previously been the case. The changes were due to be phased in, beginning with prisoners serving sentences of less than 575 days, going up to inmates jailed for 12 years or more being eligible for early release in June next year. The government has said that, after listening to victims’ concerns, rapists and child sexual offenders would not be eligible for the sentencing changes. Prisoners serving time for some sexual or violent offences where the automatic release stage is set at two-thirds will become eligible for release at the halfway point, provided they have not committed serious breaches of prison rules. This applies to Bowers and Cole, two of Harper’s killers who were jailed for 13 years in 2020 for manslaughter. Henry Long, the main perpetrator, will not be subject to early release.
The announcement follows days of wrangling in the MoJ and No 10 over how to calm public anger while ensuring that the criminal justice does not seize up. Labour has blamed the Tories for the overcrowding crisis. Tif Lynch, the national chair of the Police Federation, said: “Allowing those who take an officer’s life to be released earlier to save the prison system from collapsing gravely risks undermining not only public safety but public confidence, causing real distress to bereaved families and sending entirely the wrong message about the value we place on those who protect us. The government must urgently rethink this decision.”

The journalist and broadcaster Rod Liddle, a prominent columnist for the Sunday Times and the Sun, has died after a short illness. He was 66. Liddle, whose provocative style attracted praise and criticism, also wrote for the Spectator magazine and earlier in his career edited BBC Radio 4’s Today programme. He worked as a speechwriter for the Labour party in the 1980s, but his later writing often critiqued and criticised the left. Tributes to Liddle were paid by the former Sunday Times editor Andrew Neil, Piers Morgan and the Today programme presenter Justin Webb, who described Liddle as brilliant, kind and funny. The former Sun editor David Yelland said Liddle “morphed into a brilliant and gifted writer who I could rarely agree with but always turned to first”. He said: “It was because he was so talented he was able to behave so badly and write so (it has to be said) abhorrently on many occasions. And he knew this. It was his essence.”
Liddle died at the James Cook university hospital in Middlesbrough on Sunday evening. His children, Wilder, Tyler and Emmy, said: “We’re all very saddened and shocked at the sudden passing of our wonderful father. He raised us much as you might imagine, to be inquisitive, brave and always humorous. Even in hospital in the last few weeks, he consistently held the room and never let the awful situation show. He has left a legacy that we are all incredibly proud of, he will always be our guide on how to live an extraordinary life.”

Ben Taylor, the editor of the Sunday Times, said: “Rod Liddle had a wonderful way with words and used his unique talent to speak for the readers, highlighting the cant and absurdity that bedevils modern life. He was also supremely entertaining and for years his column was the first that many turned to every Sunday. We will miss him desperately.” Liddle was no stranger to controversy. In 2010 he became the first blogger to be censured by the Press Complaints Commission, for incorrectly stating in a Spectator article that the “overwhelming majority” of violent crime in London was carried out by young African-Caribbean men. Liddle left as editor of Today in 2002. At the time, it was reported that his departure followed a disagreement with the BBC’s then director general, Greg Dyke, about a regular column he wrote for the Guardian. He also presented a programme about infidelity, arguing that men were genetically programmed to be unfaithful. His former wife had written about his adultery in a series of newspaper features.
Rebekah Brooks, the chief executive of News UK, which publishes the Sunday Times and the Sun, said everyone at the company had been “deeply shocked and saddened” to learn of his sudden death. “Rod was an inimitable journalistic force, brilliant, provocative and immensely talented, whose sharp wit and uncompromising voice graced our pages and airwaves for decades,” she said. “He challenged conventional thinking and left an indelible mark on British journalism.”

The controversial designer John Galliano is to get a retrospective at the Metropolitan Museum of Art’s Costume Institute in New York next May.

Galliano, widely considered to be one of the most influential designers of the past four decades, was exiled from the industry in 2011 after he was filmed making a series of racist and antisemitic comments.
He was fired from his position as creative director of Dior, a post he held for 15 years, condemned by the media and later fined by a French court. At the time it was questioned whether the British designer would ever be able to redeem himself in the fashion industry.
The decision by the Met to spotlight Galliano with his own blockbuster show – only the third time it has given a living designer a solo exhibition – suggests he has reached industry atonement. The exhibition will be kicked off by the annual Met Gala extravaganza.
“The fashion business has a short memory,” said Dana Thomas, author of Gods and Kings: The Rise and Fall of Alexander McQueen and John Galliano. “It is also remarkably forgiving of bad behaviours.”
But Olya Kuryshchuk, founder and editor-in-chief of the platform 1 Granary, described it as “refreshing” to see a living designer celebrated, rather than a typical thematic show.
“Few designers have left a mark on fashion as profound as John Galliano,” she said. “He fundamentally changed the way fashion communicates emotion, fantasy and storytelling and influenced generations of designers.”

The comedy mega hit Barbie made an estimated $1.5bn (£1.1bn) at the box office, was nominated for eight Academy Awards and – alongside the biopic Oppenheimer – dominated the culture during the summer of 2023.
A sequel had seemed a foregone conclusion. However, the development of Barbie 2 has stalled over salary negotiations, putting the entire project in jeopardy, according to a report in the New York Times.
Margot Robbie and Ryan Gosling, the first film’s stars, and its director and co-writer Greta Gerwig, are yet to agree on terms.
Gosling, who was nominated for a best supporting actor Oscar for his performance as Barbie’s boyfriend Ken, is reportedly asking for $20m (£14.8m) to return to the role.
“We didn’t build it to be a trilogy or something … We put everything into this one,” Robbie told Associated Press at the time. But Gerwig and Noah Baumbach, her writing partner and husband, have now said they do have an idea for a sequel, and are ready to begin writing if terms can be agreed.

Robbie, Gosling and Gerwig are all represented by the talent agency CAA.
The film rights to Barbie are due to revert to Mattel, the toy company that manufactures the doll, if Warner Bros does not get deals in place with all three of them by December.
As well as being the biggest hit of 2023, the highest-grossing live-action comedy ever and the 18th highest-grossing film in history, Barbie is also Warner Bros’s best-performing film.
However, the studio only signed a one-movie deal with Gerwig and did not require the stars to commit to any sequels.
The film studio’s co-chairs, Pam Abdy and Michael De Luca, said in a statement: “We have a rights deal with Mattel in place and have made a series of big offers to try and finalise deals to make the next Barbie film. Unfortunately, we have been unable to reach an agreement thus far.”
If the rights were to return to Mattel and it wanted to make another Barbie film with a different studio, it would be unable to incorporate any original story elements from the first film, and Robbie, Gosling and Gerwig could not be involved.

According to a press release, the exhibition, which is split into three parts, “will address the derogatory conduct that fundamentally altered his career. In doing so, the exhibition will consider how artistic achievement should be understood alongside ethical accountability.”
Thomas describes Galliano as having “worked hard to earn the industry’s forgiveness”. A documentary in 2024 delved into this redemption as the designer recalled how he spent time in rehabilitation for alcohol addiction and met prominent Jewish leaders to seek forgiveness.
Wintour has personally championed Galliano since his landmark graduate collection that he showed at Central Saint Martins in 1984. She helped him secure financial support for his collections including his breakthrough spring/summer ’94 show in Paris, which starred Kate Moss as a runaway bride. Insiders say an exhibition was originally planned for 2024 but was postponed after some board members voiced concerns.
Within three years of his outburst, Galliano was appointed the creative director of Maison Margiela, a post he held for a decade.
Since then his reintegration into the industry has stepped up further. In January, he sat front row at Jonathan Anderson’s debut show for Dior. In March, it was announced Galliano was embarking on a “two-year creative partnership” with Zara on a series of collections, the first of which hits stores in September.
Writing on Vogue.com Wintour said: “There is no one more deserving of an exhibition of this scale than John Galliano.
According to the New York Times, the Met has held several meetings with Jewish leaders over the past year to discuss the event.
“He’s a great designer and his career isn’t defined by a moment – something that he will live with for the rest of his life. The exhibition won’t shy away from any of the darkness in John’s past. It’s part of what has shaped him. The show will take in the full arc of his career and grapple with all of it.”

Spain accuses Morocco of role in Ceuta migrant influx

A growing chorus of voices has accused Morocco of helping to fuel the crisis in Ceuta, with the leader of the Spanish territory describing last week’s border crossings as an attack on Spain’s territorial integrity that was seen as being “if not orchestrated, at least encouraged or permitted by Morocco”.
Spanish officials said yesterday that an estimated 69,500 people who had arrived late last week in Ceuta, a tiny Spanish territory in north Africa, had returned to Morocco in recent days. About 2,500 people who had made the crossing were believed to still be in Ceuta.
The extraordinary influx had overwhelmed the city of 84,000 people and set off a political crisis across the EU, as some member states laid the blame on Spain.
In Ceuta, leaders pointed to the broader picture of what had transpired. “It’s an atrocity,” said Juan Jesús Vivas, the long-serving conservative leader of the territory. “There are 88 bodies in the morgue, and there are more on the other side of the border.”
He said local people had watched the events play out with a mix of sadness, worry and anguish. “People see this not as a migration crisis; it was fundamentally an attack, a violation of Spain’s territorial integrity,” Vivas told El País newspaper. “People felt that this, if not orchestrated, was at least encouraged or permitted by Morocco.”
Rabat’s involvement yesterday. “Neither Spain nor Morocco can look the other way when it comes to this tragedy,” she told reporters. “I ask the Moroccan government to fully investigate what happened.”
The insinuation appeared to be backed by the preliminary assessment of Spanish intelligence services, which cited suspicions that the influx had not been planned by Moroccan authorities but concluded that Morocco had failed to stem the tide of people rushing towards the border and in some cases had even facilitated their passage.
He drew a parallel with May 2021, when Rabat loosened border controls, allowing 10,000 people to cross into Ceuta over the course of two days, during a diplomatic standoff over Madrid’s decision to allow a Western Sahara independence leader to be treated for Covid-19 in Spain.
Intelligence sources told El País that the roots of the influx probably lay in a social media hoax after a Spanish supreme court ruling that migrants arriving by sea could not be summarily deported. As the hoax gained steam, Moroccan border surveillance dwindled to a minimum until it was completely lifted last week, allowing tens of thousands of people to stream through.
This time around, analysts have suggested that Spain’s recent rapprochement with Rabat’s arch-enemy Algeria could have triggered a response from Morocco.

In Ceuta yesterday, hundreds of people continued to sleep rough on the beach or near Ceuta’s mosques. One local official told reporters that those who remained in the city included 862 unaccompanied minors.
Ashraf, 28, said he had defied his mother’s warnings against crossing into Spain after spotting posts on social media that said the border had been opened. While he had made it to Ceuta, what had followed was a days-long ordeal as he scrambled to find food and shelter, while fending off the memories of what he had lived through.
“You might see me smile a little but inside I’m shattered,” the Moroccan national said as he recalled swimming past bodies to reach Ceuta.
“There were so many people in the sea. Everyone was trying to grab on to you to save themselves, and you were trying to escape and move forward so they wouldn’t drag you down or drown you. The Moroccan police were pushing us toward the water and telling us: ‘Swim, swim.’”

What had transpired in Ceuta was “very unusual”, he said. “Spain currently has the lowest number of irregular entries on the Mediterranean route,” he added, while Italy “was the country with the highest number of irregular entries in Europe”.
Others were desperately seeking loved ones who were missing. One mother said she had been roaming the streets of Ceuta for days, frantically searching for any sign of her children aged 13 and 16.
He said he had been in contact with Moroccan authorities throughout the crisis. “They showed a willingness from the very beginning to mobilise police forces to help stem the flow of migrants.”
She had left Morocco alone, finding out later that her two children had followed her by plunging into the sea to make their way around the border.
Ursula von der Leyen, the European Commission president, said in a letter to Spain’s prime minister, Pedro Sánchez, that the meeting today would be a chance to draw lessons from what happened in Ceuta, and she commended Madrid for its swift handling of the crisis. “From this incident, it is clear that we must do more to further strengthen our borders at critical points,” she said.
“I need help,” she said as she held up a photo of a smiling young boy flashing a thumbs-up sign. “Some migrants told me they had seen them in Ceuta, but I can’t find them.”
Across the EU, the crisis in Ceuta had seemingly ushered in a moment of reckoning after a handful of EU countries responded to the crisis by calling for Spain to be suspended from the Schengen free-movement zone. Italy said it had suspended passport-free Schengen travel arrangements with Spain for one month, despite the fact that Ceuta is not part of Schengen.
At a meeting of member states on Saturday, the Guardian was told that while Italy and Denmark, with some support from Poland and Sweden, had criticised Spain for what had happened, there was a strong suspicion that the crisis was not an accident but had been coordinated.
Before an emergency video meeting of interior ministers today to address the crisis, Spain’s foreign minister said the country would demand solidarity from EU members after several had, in his view, “fallen short” of what was expected.
There was widespread recognition that Spain could not simply pin the blame on Morocco, given the close cooperation needed to return those who had crossed and, in the longer term, for migration control and security, a source said.
“There was a synchronised reactionary international effort that very quickly amplified what was happening, spreading lies and fake news about the integrity of the Schengen area and about Spain’s actions,” José Manuel Albares told the broadcaster
EU states also spoke about the threat of Russian disinformation and how it could exploit the crisis to heighten tensions across the bloc, the source added.

Radiographers working across the NHS have experienced a “noticeable” rise in racist abuse by patients, who have called them “monkeys” and refused treatment from black and Asian staff, according to a report.
Prof Habib Naqvi, the chief executive of the NHS Race and Health Observatory, said these instances were a “sobering reminder of the racism, prejudice and hatred that persist in our society, and of the profound impact they have on healthcare staff and the communities they serve.
A survey of 381 members of the Society of Radiographers revealed instances of overt racism experienced and witnessed by radiographers across the NHS over the past 18 months.
“They create real fear, trauma and anxiety among our diverse workforce, who continue to provide diligent, compassionate care to patients at some of the most vulnerable moments in their lives.”
Some examples of these instances included staff being called “dirty foreigners”, patients complaining about the skin colour of those attending to them, and patients making comments in front of staff about “people coming over here and taking our jobs”.

One patient made jokes about a radiographer’s headscarf and complained that they could not understand her (she speaks with a mild Yorkshire accent). Another patient due to be X-rayed refused to let a black radiographer treat them and said: “Black people frighten me.”
Paul Awah, a 39-year-old radiographer based in Bedfordshire, who moved to the UK from Nigeria five years ago, has frequently experienced patients claiming they cannot understand what he is saying, even though English is his first language.
“Sometimes, no matter how clear you’re speaking to a particular patient, a white patient, independent of whether the patient is sick or not, they just pretend not to understand,” Awah said. “They seem to understand people speaking with an Irish or a Scottish accent, but they claim to not understand me even though I am speaking clearly. Some patients also assume that we are not qualified. I had one instance where I left a cannula for a patient, and they asked me: ‘Why can’t your colleague do it?’”
For Awah, the current political climate and rhetoric about immigration from the far right has a part to play in the rising instances of racism experienced by NHS staff. “What used to be something people wouldn’t say, now the rhetoric has changed,” Awah said.
Naqvi added: “The NHS could not function without the skill, dedication and compassion of healthcare workers from across the world. We strongly condemn these reported racist incidents, and there must be a clear, consistently enforced zero-tolerance approach across the NHS, including in cases where patients display racist or otherwise unacceptable conduct.”
Thomas Simons, the chief human resources and organisational development officer at NHS England, said: “Racist abuse towards NHS staff is completely unacceptable and has no place in our health service.”

A boy thrown from the viewing balcony at the Tate Modern art gallery has a “smile back on his face” after being discharged from hospital, his family have said.
The French youngster, whose name remains undisclosed for privacy reasons, was six when he was badly hurt in an attack by 17-year-old Jonty Bravery at the London gallery on 4 August 2019.
The child, who was on holiday with his parents, survived a 30-metre fall but suffered life-changing injuries, including a bleed on the brain and a number of broken bones.
Almost seven years on from the incident, his family, who call him “notre petit chevalier” (our little knight) reported via an update on a GoFundMe page that he was able to return to school briefly before the summer holidays.
They said: “We wanted to let you know that our little knight has finally left the hospital!
“His hospital stay was kept as short as possible because, despite our daily presence and encouragement, our son was becoming deeply disheartened and kept asking when he could go back to class and see his friends.
“It was a great joy for him to return to school shortly before the summer holidays; since the lessons were well-tailored to his needs and challenges, he was able to start learning again, and reuniting with his teachers and classmates put a smile back on his face.”
In April this year his family had reported that his recovery had taken a “sad step backwards”.
The GoFundMe page was set up by a nurse, Vicky Diplacto from Surrey, whose brother was paralysed in an incident overseas.
The crowd-funding initiative, which aims to cover the medical costs of the French boy’s family, has so far raised more than £500,000.
The child continues to undergo intensive rehabilitation including physiotherapy, speech therapy and neuropsychology.
To celebrate the end of his hospital treatment, his family are treating him to a tandem paragliding flight, and a seaside getaway with friends.
Bravery, now 24, was in supported accommodation at the time of the attack but was allowed out unsupervised. He intended to select and kill someone, a court was later told.
Bravery, who was 17 at the time, pleaded guilty to attempted murder and was handed a life sentence with a minimum term of 15 years.
Previous surveys have revealed the extent of racism directed at NHS staff.
In October, the nursing union revealed that the number of racist incidents experienced by staff had risen by 55% over a three-year period, while the latest NHS staff survey found that one in five black and minority ethnic staff had reported abuse, bullying or harassment from patients or the public, compared with just one in 20 white staff.

Ju Dong-yeol, 27, an office worker who had taken refuge from the heat in a Starbucks in the South Korean capital along with his parents, said: “It is too hot to be outside doing anything.” He added: “I can’t think of anything else to do other than stay in air-conditioned places like home, shopping malls and cafes.”
The city of Gyeongju, about 150 miles south-east of Seoul, reached 40.3C on Sunday, its highest recorded temperature in eight years. North Korea has also faced punishing heat, with temperatures hitting 40C in some regions, state media reported yesterday. Residents in Pyongyang have endured a week of nights where the temperature has not dropped below 25C.

More than 20 areas in South Korea were under emergency heatwave alerts on Sunday – a warning category introduced this year to better address rising temperatures. An emergency alert is issued when areas experiencing a heatwave are forecast to reach perceived temperatures of 38C or an actual temperature of 39C for the day. The weather agency urged people in affected areas to “immediately stop all outdoor activities”, adding that “indoor spaces without air conditioning are dangerous”. It added: “Move immediately to a cool place, such as a designated cooling centre or a shaded area, and stay hydrated while resting.”
Amid concerns for those most vulnerable to heat, the prime minister, Han Seong-sook, ordered local officials to strengthen safety checks on residents and to ensure a stable power and water supply was maintained. Easterly winds were expected to push the extreme heat farther inland yesterday, with Seoul forecast to reach 37C. “Temperatures in South Jeolla and South Gyeongsang are expected to exceed 39C, bringing extreme heat at life-threatening levels,” the KMA said.
Officials were also monitoring Typhoon Dolphin, which was tracking towards China’s south-east coast, south of the Korean peninsula, and could dictate how long the stifling heatwave persisted. If the typhoon moved towards eastern China, it could increase humidity and potentially worsen the heatwave and tropical nights in Korea, the KMA said. However, a path closer to the south of the peninsula could bring stronger winds, greater cloud cover and rain, temporarily easing the heat.
The weather agency’s data show the average annual number of heatwave days in the country has more than doubled to 19 in the past five years. A heatwave day is defined as one with a maximum temperature of at least 33C.
South Korea’s professional baseball league had to cancel a game in Changwon after the city’s daytime temperature climbed to 39.5C, the second consecutive game to be cancelled in the city. The Korea Baseball Organization said: “The decision was made with the safety and health of spectators and players as the top priority, as a severe heatwave warning remains in effect for the Changwon area.”
Scientists say extreme weather events such as heatwaves are becoming more frequent and intense as a result of human-induced climate change. Adding to the extreme weather is the return this year of El Niño – a natural climate phenomenon that warms Pacific Ocean surface temperatures and typically occurs every two to seven years.

Romania has declared a state of emergency throughout August stemming from a decline in electricity production after the shutdown of the Cernavodă nuclear power station. Hungary and Romania have been forced to shut down nuclear reactors cooled by water from the Danube for the first time, as record-low levels in the river deepen fears of an energy crisis across the region.
Hungary’s prime minister, Péter Magyar, said the plant was expected to be fully shut down next week. With the Danube forecast to remain too shallow for the reactors’ cooling systems, the closure could last for several weeks. “An energy crisis situation could arise beginning Monday,” he posted on X. “Coordinated steps and restraint will be needed to avoid more severe consequences. We are counting on everyone!”
Romanian naval forces carried out a controlled explosion to help redirect vital cooling water from the drought-hit Danube to the country’s last working nuclear reactor, while neighbouring Hungary said it may be able to eke out two more days of power from its only atomic plant. He added: “Today and maybe tomorrow the last turbine producing 240 megawatts can keep working. This is very good news, as the complete shutdown of the plant can be avoided on one of the days with the highest consumption.”

Magyar earlier said voluntary cuts in power usage had reduced demand by 700 MW on Sunday, significantly easing pressure on the grid. Adding to voluntary cuts by other companies, the pharmaceuticals company Richter said yesterday it would reduce its electricity consumption by more than 50% in the next three weeks.
The Danube operation used 180kg of explosives, the Adevărul newspaper reported, to move a large rock restricting the flow of water in a blast that sent a tower of water into the air. The extraordinary measure underlined the scale of the crisis in Europe, where heat and drought have lowered river levels and raised concerns about water supplies, river transport and power generation.
In Serbia, record-low Danube levels mean the country’s key hydroelectric plant is running at only 20% of its capacity, prompting the prime minister, Đuro Macut, to preside over an emergency meeting yesterday focusing on energy problems.
“Any day past Wednesday or Thursday that the nuclear power plant functions is a gain,” Romania’s defence minister, Radu Miruță, said yesterday. “A day of it functioning is three times more efficient than the costs of this operation.”
Water levels are not expected to rise on the Danube in the coming days or even weeks as no significant rainfall is forecast. The river passes through 10 countries. In some stretches it has fallen to levels never previously recorded. The river’s retreat has revealed rocks, shipwrecks, a second world war bomb and the remains of a woolly mammoth.
Experts said the controlled explosion would allow authorities to build a temporary dam, diverting more water into the channel serving Cernavodă’s remaining reactor. The prehistoric bones were discovered on the exposed riverbed by a resident of Ryahovo, a village in northern Bulgaria. Experts from the regional history museum in the nearby city of Ruse were sent to examine the rare find.
With both countries’ sole nuclear plants at reduced capacity, Hungary and Romania are increasingly relying on expensive power imports as the heatwave increases demand for electricity. At Paks, Hungary’s Soviet-era nuclear power station, output has been reduced. The 44-year-old plant, which normally generates almost half of the country’s electricity, is operating at less than half its capacity.
Standards Deputy Tice faces inquiry by watchdog

Richard Tice, the deputy leader of Reform UK, is under investigation by parliament’s standards watchdog over a possible failure to declare an interest. It said the case was opened on 28 July and would be conducted by Daniel Greenberg, the parliamentary commissioner for standards. As a matter of procedure, the body does not release details of an allegation being investigated until it has published its conclusion. Tice, the MP for Boston and Skegness, said on X that the inquiry related to a complaint over “whether I should have referenced my register of interests at the start of a debate on UK democracy and Israeli influence”. Without naming the group he was referring to, he wrote on X: “Contrary to garbage in media: Standards Commissioner is considering complaint by anti-semitic anti-Israel lobby group over whether I should have referenced my register of interests at start of a debate on UK democracy and Israeli influence.”
A Labour party spokesperson said: “The Reform sleaze scandals continue to pile up. Richard Tice is now under investigation by the standards commissioner, on top of his firm avoiding paying £600,000 in tax. “This means that both Reform’s leader and deputy leader now have standards investigations hanging over them. With police probes, Nigel Farage’s secret £5m gift, and reports of funding from a convicted fraudster, it’s clear Reform think the rules just don’t apply to them.”
The Metropolitan police are also investigating Reform UK over donations made to the party via a company controlled by Tice. The Met investigation came after the Guardian revealed last month that Fiona Cottrell made a £1m transfer to Britain Means Business shortly before the donations were made and about half of the funds were passed to Reform UK.
Last week, parliament’s standards watchdog declined to investigate a complaint against Tice over an undeclared loan of £78,100 he received in December 2024, months after he was elected to parliament. Tice had said the loan was made to one of his companies and was not declarable.

Farage – who last summer dominated much of the media cycle with a series of interventions on immigration – attempted to reset the narrative yesterday with a news conference on the party’s proposals to use the Royal Navy in the Channel. But once again he was forced to answer multiple questions about the party’s finances. He said: “I had no intention about returning to politics, or as leader of Reform, but in the spring of that year I did talk to Richard Tice about what the liabilities would be if … I was to come back to that position.” The Sunday Times reported Farage negotiated the deal in March and April 2024, said to have involved Reform agreeing to repay or write off more than £1m in loans to Tice’s firm. “You would be a bit of a mug if you were to walk into a job and not find out what the potential liabilities were, and they were substantial,” Farage said. “That was useful for me to know but it wasn’t a deal. It wasn’t an agreement. It was subject to if I came back. And if you want clarification on this, that came some time after the gift, which perhaps is the important point.”
Farage has held far fewer press conferences since coming under scrutiny over his finances. In a departure from the norm, Reform UK limited the number of questions from media outlets at the press conference, when Farage would previously make a show of taking questions from every outlet. The Reform UK leader is widely expected to win a by-election in Clacton next week after all the mainstream parties withdrew.
